EUMETSAT operates a growing fleet of Earth Observation satellites in Low Earth and Geostationary orbits, focussing on the provision of satellite data services to its Member States and to the European Union Copernicus Programme.

Within the Programme Preparation and Development Department (PRD), the Low Earth Orbit Division (LEO) is responsible for the development the EUMETSAT Polar System Second Generation (EPS-SG) system until hand-over to routine operations.

Located in the System Team of the LEO Division, the System Engineer takes responsibilities on all LEO system engineering activities, with a particular focus on the Space Segment, the Mission Control chain and the associated system interfaces and design. The System Engineer’s main responsibilities will be within the EUMETSAT Polar System Second Generation (EPS-SG) programme. Please note that this is a 3-year fixed term contract and NOT a permanent position.

Duties:

  • Develop and maintain the system requirements and support the definition of the corresponding satellite, instrument and ground segment requirements for existing and new Polar programmes;
  • Produce any necessary design documentation, analyses and trade-offs and present them in major programme reviews such as Preliminary Design Review (PDR), Critical Design Review (CDR), Launch and Operations Readiness Review (LORR) etc.;
  • Define all end to end data flows, and contribute to the production of any related Interface Requirements Document (IRDs)/Interface Control Document (ICDs);
  • Develop and maintain the system CORE-9 model for the EPS-SG programme and contribute to develop Model-based system engineering (MBSE) for future LEO missions;
  • Maintain the ECSS Packet Utilisation Standard (PUS) services, satellite on-board control procedures and tailoring required to support the foreseen operations of the EPS-SG satellites and instruments and contribute to define the PUS services of future LEO missions;
  • Provide support to operations preparation activities, including reviewing and providing inputs to the Mission Operations Concept Document; the operational scenarios in the Reference Operations Plan; and the operations procedures;
  • Contribute to the Space and Ground Segments IVV and support any related anomaly investigation, to ensure the overall system functions and operations are in line with the defined system requirements, design and operations concepts;
  • Act as the point of contact for the EUMETSAT teams, partners and industry with respect to all satellite and mission control aspects;
  • Provide satellite and mission control support to the Operations Department after the handover of the LEO systems to operations and during their maintenance.

Requirements:

Skills and Experience:

  • Proven experience in Model-based system engineering (MBSE) methodology and development process of EO Space Missions following the ECSS standards;
  • Proven experience in requirements engineering and in requirements verification control using DOORS;
  • Extensive and detailed knowledge of ECSS PUS and spacecraft on-board procedure standards;
  • Experience with procurement of complex engineering systems and management of technical support contracts would be an advantage;
  • Experience with IVV and execution of tests is an advantage;
  • Ability to understand and synthesise complex issues and to express ideas and issues clearly;
  • Strong interpersonal and communication skills, with a proven ability to work as part of a team.

Qualifications:

  • University Degree in a relevant discipline (e.g. Telecommunications, RF Engineering, Aerospace Engineering) or equivalent experience in relevant field.
