DUTIES AND RESPONSIBILITIES
Under the supervision of the Head of the Broadcasting Services Division, the incumbent will perform the following duties:
- Carry out regulatory and technical examination of frequency notices submitted by administrations;
- Formulate findings and associated recommendations;
- Take charge of any study relating to the development or update of Rules of Procedure;
- Prepare related administrative and technical correspondence;
- Treat assistance requests and specific studies received from administrations, such as search of frequencies, compatibility analysis;
- Participate in the development and improvement of the relevant BR software;
- Assist the Head of Division in carrying out preparatory work for conferences, and participation, when required, in such conferences;
- Participate in meetings of relevant ITU-R study groups;
- Participate in the Radiocommunication Bureau Seminars and train officials from administrations;
- Perform other related duties as assigned.

TECHNICAL COMPETENCIES
- Excellent knowledge of the Radio Regulations, including Broadcasting Regional Agreements;
- Knowledge in using relational databases on mainframe and microcomputers, preferably in a client/server architecture, and programming in one or more of the following languages is required: FORTRAN, C, C++,C#, Visual Basic, .Net;
- Knowledge of activities of the ITU, particularly those of the Radiocommunication Bureau, would be an asset.
QUALIFICATIONS REQUIRED
Education:
- Advanced university degree in telecommunication engineering or a degree which includes a branch of telecommunications, with some specialization in radiocommunication or a related field OR education in a reputed college from advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.
Experience:
- At least seven years of progressively responsible experience in the operation of a radiocommunication service, or of a spectrum management service, with relevant experience in the application of the Radio Regulations, including as least three years at the international level. A Doctorate in a related field can be considered as a substitute for three years of working experience.
Languages:
- Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration).
