Technical Advisor (Social Infrastructure Projects)

Provide technical expertise in support of some of Europe’s most ambitious social infrastructure projects.


Starting salary minimum €75,690 + Benefits (exempt of taxes).

Do you have extensive experience of managing or overseeing the preparation and implementation of public social infrastructure projects? Are you fully familiar with infrastructure for public administration, penal, educational, health and housing facilities?

Then you may consider joining the Council of Europe Development Bank’s team of technical experts, who are helping to make these infrastructure projects happen.

Established in 1956 and bringing together 41 member countries, the CEB finances and responds to emergency situations and actively enhances the living conditions of the most disadvantaged groups. At the heart of the Technical Assessment and Monitoring Directorate, you will deliver in-depth assessments to target financing – giving you significant impact on key projects across the continent.

In particular, you will appraise and help develop new project proposals and carry out technical analysis, assist borrowers in preparing implementation set ups and mobilising technical assistance, whilst following up on project implementation to monitor delivery of results on the ground. At the same time, you will promote and catalyse “green” sustainable building solutions across the Bank and embed good practice in everything we do - so we need a versatile and motivated professional.

To meet this challenge, you should have:

  • A degree level education in architecture, civil or environmental engineering or a scientific discipline;
  • Proven ability to evaluate the social and environmental risks and impacts of infrastructure projects, including climate change issues;
  • Sound experience of managing independent third-party consultants;
  • Excellent analytical skills, enabling you to conduct social development analyses, structure ideas, synthesise complex information and translate findings into recommendations;
  • A high level of computer literacy, including spreadsheets and ideally databases;
  • Highly developed interpersonal and presentation abilities, enabling you to explain complex technical ideas to diverse audiences;
  • Willingness to undertake extensive international travel (approximately 30% of your time);
  • Full fluency in English, ideally backed by a working knowledge of French;
  • Knowledge of sustainable building development would be very useful but not essential.

In addition, experience related to correctional facilities would be an advantage given the portfolio of the position.
